Valencia, Calif,-based California Institute of the Arts (CalArts) has partnered with online course platform Coursera to offer a variety of free massive open online courses (MOOC) to students all over the world. Three CalArts? classes will launch in Fall 2013: Introduction to Programming for Digital Artists, taught by Ajay Kapur, Ph.D, Director: Music Technology: Interaction, Intelligence and Design (MTIID) at CalArts; Creating Site-Specific Dance and Performance Works, led by Dean of CalArts Sharon Disney Lund School of Dance Stephan Koplowitz; and Live!: A History of Art for Artists, Animators and Gamers, with CalArts? Provost and Faculty in the School of Art Jeannene Przyblyski, Ph.D.

?It is our goal at Coursera to offer our students a rich variety of academic opportunities,? said Coursera co-founder, Andrew Ng. ?As an institution focused solely on the arts, CalArts provides a unique roster of rigorous arts-based courses that are now accessible to students globally.?

Google has made it much more difficult to use the ad-blocking utility Adblock Plus on its latest Android OS and in its desktop Chrome browser. Adblock developers observed recent software changes implemented by Google and made some workarounds utilising automatic proxy server configuration, so that people could still use its ad-blocking utility. Google seems to have reacted to this and made Adblock Plus?s new workarounds on Android much more complicated and manual - in the name of system security. It sounds like this is a high stakes game (advertising revenue) of internet cat and mouse.

The Adblock Plus Android app will no longer work on non-rooted Android 4.1.2 or 4.2.2 devices without going through an eight-stage configuration of a proxy server.

Till Faida, co-founder of the Adblock Plus project told The Register that ?We are not opposed to the fix per se. We just think Google shouldn't deliberately break any functionality when fixing something?. Faida went on to say that Adblock coders have raised the issue on Google code forums and hope that the ?do no evil? company will help ?provide a solution that addresses security concerns and still respects user's choices?.

Google also seems to have taken part in snake-like, body-swerving, goalpost-moving behaviour regarding Adblock Plus running within its Chrome browser. First of all the Adblock Plus extension stopped appearing in searches of web browser extensions/apps available to Chrome users, as the updated search function only looked at ?apps?. Then, when Adblock was made into a Chrome app, it was only available for 12 hours before being removed.

Honesty is the best policy

If Google wants to stop the use of Adblock Plus on its platforms on commercial grounds, as it is a major online advertising industry player, it should just come out and say so. I think most people could understand that action and the business motives behind it. Are all these Adblock shenanigans really just about the security of end users?

Lady Gaga says she's had hip surgery

NEW YORK (AP) ? Lady Gaga says she's had surgery to fix her hip.

The 26-year-old singer posted on her blog late Wednesday that she had hip surgery and it "happened so fast." She canceled her "Born This Way Ball" tour last week.

She thanked her fans in the post, saying they gave her "a lot of strength." Lady Gaga said that as she was wheeled to surgery, she reflected on her fans. She wrote: "Sometimes you are so brave that it terrifies me. I wonder how it's even possible."

Lady Gaga canceled more than 20 dates on the remainder of her tour, which began last April. She originally postponed four dates last week after experiencing difficulties during her concert in Montreal. She explained to fans on Twitter that she'd hurt herself while performing some time ago.

Twitter's shortened links a little longer now

Twitter users will soon find they have less room than usual to spell out how they're feeling and include a link, as a slight tweak to the social network's link-shortening service reduces the number of characters you can use to as few as 117.

It's a small change, but every character counts in the hyper-condensed messages Twitter is used for. So why the change?

Tweets are limited to 140 characters to begin with, which allowed them originally to be sent within the 160-character limit for texts (the remaining 20 characters were used for system purposes). You can still use all 140 if you're just writing text, but if you like to add links to your tweets, that'll cost you two extra characters.

Twitter's built-in link-shortener, t.co, currently uses 20 characters per link (for example, "http://t.co/pGYmGHu7"), or 21 with https:// links. But they're lengthening it to a maximum of 22 or 23 characters, meaning if you're pasting a link in your tweet, you'll have just 117 left to work with.

Why do they need more space? It's not clear. The original 8-character sequence in t.co links has trillions of combinations of letters and numbers, meaning they can't be running out. NBC News contacted Twitter for an explanation of the character cut, and we will update this post if the company responds.

The update appears to have already gone out, so users should notice the change immediately. Developers were warned of the update back in December, so apps and services should continue to work as normal.

Suit: Hospital granted request for no black nurses

FLINT, Mich. (AP) ? An African-American nurse claims a Michigan hospital agreed to a man's request that no black nurses care for his newborn.

Forty-nine-year-old Tonya Battle tells the Detroit Free Press she didn't know how to react when she learned about the request in October at Hurley Medical Center in Flint. Battle sued last month in Genesee Circuit Court seeking punitive damages.

Battle's lawsuit claims a note was posted on an assignment clipboard reading "No African American nurse to take care of baby." She says it was later removed, but claims black nurses weren't assigned to the baby's care for about a month.

Hurley President Melany Gavulic said in a statement Tuesday the father showed Battle's supervisor a swastika tattoo, which angered the staff. She says supervisors were concerned for the staff's safety.

Twitter Launches Its Own Advertising API

Much like its social rival Facebook (NASDAQ:FB), Twitter has faced continued skepticism about its monetization capabilities despite the network?s ever-expanding popularity. Features like promoted posts help assuage prospective advertisers somewhat, but the return on investment is rarely as clear as brands want it to be -- particularly if a business that already has a strong social media presence can get the same results with its own Twitter handles alone. New ideas like the American Express (NYSE:AXP) partnership with Twitter to ?unlock the purchasing power of the #Hashtag,? meanwhile, are promising but entirely untested. An advertising API, in contrast, gives businesses room to develop their own unique content while still remaining firmly entrenched within the Twitter ecosystem.

?Since we launched Promoted Tweets in April 2010, marketers have come to Twitter to reach new audiences and engage with more than 200 million active Twitter users on the web, on mobile devices, and on tablets,? Twitter?s revenue product manager April Underwood said in a blog post announcing the API Wednesday. ?As interest in Twitter has grown, our focus has been on delivering better ads for users, not more ads.?

Despite Twitter?s reputation for inviting users -- be they average customers or fully-fledged businesses -- from oversharing in every conceivable way possible, the focus on ?better ads? rather than simply having ?more ads? shows that the company is once again realizing the benefits of expanding its core services beyond 140 characters.

?We believe our system is working well because users like the ads experience on Twitter,? Underwood added. ?Our system rewards marketers for being good, not for being loud. And this approach encourages ads that are engaging, relevant and useful.?

The new API was therefore designed to give advertisers "the ability to work with our initial set of Ads API partners to manage Twitter Ad campaigns -- and integrate them into your existing cross-channel advertising strategies," Underwood said.

The API is being launched with five starting partners: Adobe, Hootsuite, Salesforce, SHIFT and TBG Digital.?

Obama wraps up 3-day Florida golf vacation

PALM CITY, Fla. (AP) ? President Barack Obama hit the links with a comparatively low-key group of partners on Monday, the third and final day of a Florida golf vacation.

Obama played at the Floridian yacht and golf club, where he spent Presidents Day weekend, with departing U.S. Trade Representative Ron Kirk, the president's Chicago pal Eric Whitaker and White House aide Marvin Nicholson, the White House said.

Tiger Woods was part of Sunday's presidential foursome.

Obama was returning home late Monday, with days to go before a March 1 deadline to stop billions of dollars in spending cuts that could potentially cripple the government from kicking in.

With his wife and daughters away on an annual ski trip, Obama arranged a post-State of the Union, mini-vacation for himself to the exclusive club along Florida's Treasure Coast. The Floridian is owned by Houston businessman Jim Crane, who also owns the Houston Astros baseball team and has donated money to Obama's political campaigns.

Crane and Kirk also played golf with the president on Saturday and Sunday. Obama also got some instruction from Butch Harmon, Woods' former swing coach.

The White House barred media coverage of the president's vacation, but released the names of his golf partners daily.

March 1 is the start date for $85 billion in across-the-board spending cuts, known in Washington as "the sequester," that would drain the money from the Pentagon and other domestic agencies over the next seven months. The White House has warned that thousands of FBI agents, prosecutors, food safety inspectors, air traffic controllers and other federal workers would either be laid off or furloughed.

Obama has called on Congress to pass a smaller package of spending cuts and measures to close tax loopholes to buy time to negotiate a broader agreement. Republicans so far have rejected that idea.

On Friday, Obama was meeting with Japanese Prime Minister Shinzo Abe. Obama telephoned Abe last week to discuss North Korea's recent nuclear test.

Early education closes achievement gap, brings societal benefits

The founder of a decades-long scientific study that has proved the enduring benefits of early education applauded President Barack Obama's recent call for universal access to high-quality preschool in the United States.

"Investing in high-quality early education has dramatic and sustained payoffs not just for the children directly involved, but for society as well," said Craig Ramey, Ph.D., the originator and founding principal investigator of the Abecedarian Project, a scientific study of the potential benefits of early childhood education for economically disadvantaged children.

The most recent report from the project, published in the journal Developmental Psychology, found that, decades later, participants were far more likely than the control group to have been consistently employed and far less likely to have used public assistance.

"Think of it as a kind of educational compound interest," added Ramey. "From the moment a child enters kindergarten, the focus on achievement begins. When children are prepared, their early successes lead to more successes. But when they're not prepared, a lifelong struggle can begin. The spiral can be upward, or it can be downward, and that's the achievement gap that President Obama was describing earlier this week, both in his State of the Union address and his remarks yesterday in Georgia."

Ramey, a pioneer in understanding the factors that contribute to children's early cognitive development, is now a professor and distinguished research scholar at the Virginia Tech Carilion Research Institute. There he provides scientific leadership to the Louisiana Department of Education's efforts to assess its prekindergarten program. He also remains active with the Abecedarian Project.

The Abecedarian Project has been heralded for providing innovative insights into the factors that contribute to positive outcomes for at-risk children who receive intensive support in the early years of life. Ramey launched the project in 1972 as a carefully controlled scientific study of the potential benefits of early childhood education for children from low-income families who were at risk of developmental delays or academic failure.

Follow-up studies have consistently shown that the children who received early educational intervention did better academically, culminating in greater educational achievements as adults.

The benefits of early education are so scientifically defensible that policymakers should capitalize on President Obama's initiative, Ramey said. "The challenge is to find ways to provide that education so children ? and society ? can reap the benefits."

Italy caretaker PM Monti appeals for pre-election debate

ROME (Reuters) - Caretaker Prime Minister Mario Monti, leading a centrist bloc in Italy's national election, appealed to his main rivals on Sunday to agree to a television debate before next week's vote.

The former economics professor and European commissioner has struggled during his first-ever political campaign, and polls show him in fourth place and with no momentum.

In particular, the record of his 14 months in office has been attacked from all sides for having relied too much on tax increases and he is seen as having failed to capitalize on his expertise and credibility, undermined when he entered politics.

"We have the duty to not limit ourselves to individual appeals" to voters, Monti said in a video posted on his Facebook page. "We must debate our ideas in front of the electors."

Monti directed his proposal specifically to centre-right coalition leader Silvio Berlusconi and centre-left chief Pier Luigi Bersani, who are the main contenders for power.

Bersani held a 5.7-percentage-point lead over Berlusconi, and Monti's bloc trailed in fourth place with 13.6 percent behind comic Beppe Grillo's 5-Star Movement, according to a median of polls published before February 9, when the blackout period for surveys began.

Bersani and Berlusconi both have agreed in principle to a debate, but Berlusconi has ruled out one that includes candidates who he says have no chance of winning, including Monti and former anti-mafia magistrate Antonio Ingroia, leader of the newly former Civic Revolution party.

Bersani, who has a lead to protect, has said he would be open only to a six-way debate that included other prime ministerial candidates. Neither Bersani nor Berlusconi immediately responded to Monti's appeal.

Shale Industry Boosts Ohio Jobs

ST. CLAIRSVILLE - Southeast Ohio saw nearly a 24 percent increase in pipelining and oil drilling jobs in just one year, with these workers earning average annual salaries of $73,934 and some paid more than $100,000.

"The growing oil and gas industry holds great economic potential for Ohio," said Ohio Department of Job and Family Services Director Michael Colbert in releasing a report detailing the employment impact of Utica Shale exploration in the Buckeye State. "Ohio is fortunate to have a natural gift with great potential for reinvigorating our economy: huge deposits of shale rock, beneath which sit potentially vast reserves of oil and natural gas."

As natural gas drillers such as Gulfport Energy, Antero Resources, XTO Energy, Chesapeake Energy, Hess Corp. and others dig into Ohio's shale deposits, many of the wells are proving profitable. Based on initial production numbers and the going rates for oil and natural gas, West Virginia University Marshall Miller Professor of Energy Tim Carr said the Gulfport Stuntzman well south of Barnesville could be producing as much as $100,000 worth of revenue per day.

Jobs in well drilling and pipelining in southeast Ohio increased by nearly 24 percent from early 2011 to early 2012, while paying an average annual salary of $73,934.

Because drillers have profitable wells, they need pipelines to transport the gas and oil. According to the report, counties in southeast Ohio - such as Belmont, Jefferson, Harrison, Monroe and Guernsey - saw nearly a 24 percent increase in well drilling and pipelining jobs from the first three months of 2011 to the first three months of 2012. The department classifies positions such as these as "core" industry jobs.

In jobs the department considers "ancillary" to the oil and gas industry - such as freight truck drivers and environmental consultants - southeast Ohio saw a 5.6 percent increase from early 2011 to early 2012. These workers earn an average of $58,765 per year.

Northeast Ohio counties such as Columbiana, Mahoning, Trumbull and Stark saw 22.3 percent growth in the core gas and oil jobs from 2011 to 2012, with a 4.2 percent increase in ancillary positions.

The average annual salary for all industries in Ohio is $43,687, the department states. The statewide increase for core gas jobs was 17 percent, while it was just 3.1 percent for ancillary. This reflects the growth in the gas industry in the eastern half of the state.

The report states that from 2011 to 2012, Ohio saw the opening of 16 oil and gas well drilling operations, six natural gas liquid extraction operations, five oil and gas pipeline construction businesses, and nine businesses offering oil and gas industry support services opened in Ohio.

A new agreement will allow MarkWest Energy to "rapidly expand" its presence in Ohio's Utica Shale field, as the company looks to spend up to $1.9 billion in the region this year. Other companies such as M3 Midstream and Caiman Energy are also building natural gas processing facilities across Ohio.

One MarkWest facility is already operating near Cadiz, though the plant will soon increase its capacity to separate dry methane from liquid ethane, propane, butane and pentane. The company is now building a fractionator - a machine that will further process these materials into marketable items - near Hopedale, which will connect to the Cadiz plant via pipeline.

"We have a work force equipped with the skills employers need and a multitude of local training programs to keep that pipeline of skilled workers flowing," Colbert said.

Zimbabwe voter awareness campaigners arrested

HARARE, Zimbabwe (AP) ? A community group in Zimbabwe says a pastor and three activists were arrested for holding a voter education meeting a day after President Robert Mugabe announced March 16 as the date for a referendum on a new constitution.

The Center for Community Development said Sunday the four were campaigning for people to register as voters for the referendum and national elections later in the year. They were detained in police cells in Chegutu town, 100 kilometers (60 miles) southwest of Harare, on unspecified charges after the Saturday meeting. Under sweeping security laws, political gatherings require police clearance.

The Zimbabwe prime minister's party has called for the security laws to be urgently repealed ahead of polling.

Another two rights and democracy groups have been raided by police in the past week.

Maker's Mark sparked a big bourbon controversy when it decided to lower the amount of alcohol in liquor.

Loyal customers spoke out and Maker's Mark ended up reversing the decision?quickly.

Geoffrey Kleinman at Drink Spirits spoke with Maker's Mark COO Rob Samuels and his father, chairman Bill Samuels, Jr., about what happened.

The pair talked about the moment when they realized they had totally screwed up.

"It was quickly," Rob explained to Drink Spirits. "After a day or two."

"Yeah, we came into the office Monday thinking that all our friends would accept our rationale for messing around with our whiskey and found that we were like a little bit wrong," said Bill.

"It takes a little while to get your head wrapped around that because our feelings were hurt and our ego was hurt. Then we actually started listening, and the folks were all saying essentially the same thing, and in reflection it made a lot of sense."

Ego is a major factor when it comes to reversing corporate decisions. Sometimes, a company will stick with a decision simply because execs think they know better than their customers and it ends up backfiring spectacularly.

This wasn't the case at Maker's and the folks at the top aren't hesitating to admit that the plan was boneheaded.

?We got the picture quickly and we are not quite as stupid as we were at this time last week,? Bill told Forbes.

It wasn't easy to get over the crushing blow, but they recovered, and it looks like this is going to be a win for Maker's Mark.

?and personal history. As today's homeowners start on the property ladder much later in life, many miss the

opportunity to inherit antiques and collectibles?pieces ?from their grandparents, whilst others simply haven't the space to accommodate

larger items. Thankfully, it is possible to start a new chain of inheritance by buying a little slice of antiques and collectibles history.?

The recent economic instability has meant that there are many affordable pieces of antique furniture in the antique shops for sale, as

owners have been forced to sell, or prices have been reduced. "There has never been a better time to buy," declares Judith Miller, co-

founder and author of the annual Mtifer's Aridque Piice Gidde, first published in 1979.

When starting your antiques and collectibles?search, it pays to seek furniture pieces that will last, as well as look beautiful. Armchairs

and dining tables need to be robust as well as elegant; bureaus should be able to withstand everyday use. Unlike modern,

mass-produced pieces, antique furniture has already stood the test of time and, if properly restored and cared for, will outlive its

owners and become an heirloom.

Where to buy?antiques and collectibles

It should also keep antiques and collectibles value in the long term, enhancing an owner's bank account as well as a home.

Antiques and collectibles are generally sold at auction, via dealerships or at specialist antique fairs. There are

online antique auction sites although it is always advisable to see a piece before bidding on it; it pays to be

informed before purchasing. Research different periods and antiques and collectibles styles, compare prices, follow

auction house sales and talk to local dealers. The internet and price guide books are good places to start. Antique dealers, restorers

and auction houses may also advise customers and produce reports on the antiques and collectibles condition.

The benefit of buying?antiques and collectibles?at auction is that the customer is bidding on?the open market, explains Harvey

Cammell, director of furniture at Bonhams, "Why pay the mark-up that a dealer puts on when they have probably bought the piece at

auction anyway?" he questions. Nonetheless, novice bidders can get carried away at an auction so would be wise to adhere to a

realistic limit to avoid getting caught up in a bidding frenzy.

Naturally, the antiques and collectibles dealers advise to buy from them, for piece of mind. "If you are spending in the

thousands for a piece then you need to feel confident about where you are buying from," says Mark Etodgson, secretary general of the

British Antique Dealers' Association. He suggests, for example, buying antiques and collectibles?from a dealer

who sells only it ems from a specific period or style, so customers can be confident that they are getting expert advice.


Whether customers spend hundreds or thousands for their antique furniture, it is important that they buy something they love, as well

as something they use, "We are very much a disposable society," laments Judith Miller, "but in the eighteenth and nineteenth

century they weren't. The antique furniture from these periods was made from solid wood and was designed to be used," Richard Cook, who helps run the family antiques business William Cook, agrees. "Furniture was made to be used. Respect it but use it," Cook is an expert restorer of antique furniture with almost thirty years of experience and a member of the British Antique Furniture Restorers' Association (BAFRA), which monitors and helps train fellow craftsmen. He says antiques and collectibles condition is of vital importance when buying a piece.

Antique restoration

A patina built up over years of use or the odd nick or dint won't detract from a piece's value because they demonstrate its history. Poor antiques and collectibles restoration is a different story. Richard recommends using a BAFRA- registered restorer to make sure your antiques are professionally cared for. "Small antiques and collectibles repairs are fine to do yourself, but if a piece of furniture is scratched, don't try to polish the scratch away. If a chair leg is loose, don't try to glue or nail the leg back into position. It will do more damage and will be costly to make good." Specialist insurance policies can be purchased to cover an antiques and collectibles item for the cost of repairs or restoration, as well as for any depreciation that may occur if the antique piece is damaged, explains Geoff Moss of Dovetail Insurance Services, He suggests

specialist home insurance policies that offer sufficient cover for antiques, as standard policies may not provide adequate insurance. All the antique experts agree that antique furniture is a long-term investment. Prices are unlikely to dramatically increase in just a few years. Nonetheless, quality keeps its value in the end. "Those pieces which were expensive in their day are more likely to be expensive today still," advises Judith Miller. '"Good antique furniture holds its value." Harvey Cammell from Bonhams agrees. "The top end of the market in English furniture is as strong as ever." At a recent English furniture auction Bonhams sold a pair of George II carved gilt wood mirrors and an eighteenth-century walnut bureau for more than ?100,000 each.


So what should the novice antique buyer invest in? Judith Miller suggests "brown furniture". These well-made antiques and collectibles pieces in solid wood, often mahogany, from the eighteenth and nineteenth

centuries, were designed to be functional as well as affordable.

Today, an antique table or wardrobe from this period, in good condition, can cost between ?100 and ?200.

Another good antiques and collectibles purchase is the single dining chair, which can often be bought for much less than as part of a set. Judith Millers passion is to buy enough single chairs of the same period or style to make up a set. Often, when antiques and collectibles resold, the accumulated set will fetch more than the outlay.

Miller predicts that Victorian furniture will also appreciate over the next ten years, whilst Mark Dodgson reveals that nineteenth- century and Georgian antiques and collectibles furniture are currently competitively priced. Bonhams won't look into their crystal ball but Harvey Cammell comments that Old Master paintings and eighteenth-century walnut are two categories which have done well in recent times.


What is certain is that, as well as long-term investments, antiques and collectibles bring immediate and enduring aesthetic gain. As Judith Miller says; "Why keep your money in the bank when interest rates are so low? Instead, you can invest it in a beautiful piece of antiques and collectibles furniture that will last long enough for you to pass on to the next generation."

Spy planes check their vision on these parking lot-sized focus charts

When you go to the eye doctor, you look at a chart and tell them what you can see. It's the same way for the cameras on spy planes ? but their charts have to be big enough to see from 20,000 feet.

There are an unknown number of these striking focus charts scattered around the U.S., reports the Center for Land Use Interpretation (CLUI). They have been in use since they were first put together in the 1950s and '60s ? when the development of spy planes like the SR-71 Blackbird and U-2 necessitated careful calibration of their onboard cameras.

The charts differ from one another, but all share some characteristics: large white bars painted at known sizes and distances, sometimes parallel, sometimes perpendicular to each other.

The result is an easy way to tell whether a camera can make out the details it's supposed to from high in the air, or whether adjustment is necessary. Other countries have them as well ? something which attracted the notice of satellite imagery buffs several months ago.

However, the digital cameras in today's drones and planes can be easily adjusted on the fly, making these charts somewhat unnecessary ? but a few are still maintained, possibly for adjusting legacy equipment.

One notable exception is the Curiosity Mars rover, which has one of these bar charts on its body (as well as a penny) for checking the focus of its MAHLI camera.

Obama In Chicago: State Of The Union Proposals Meant To Build 'Ladders Of Opportunity' To Middle Class

WASHINGTON -- In a broad and moving speech Friday, President Barack Obama described gun violence as only one part of a web of economic and social challenges facing the nation. He proposed new strategies, focusing on strengthening families, creating educational opportunities and reviving the nation's hardest-hit communities.

Speaking before students and faculty of Hyde Park Academy, in the Woodlawn neighborhood of Chicago, Obama began by recognizing victims of gun violence, including those killed in the Sandy Hook Elementary School shooting and Hadiya Pendleton, the 15-year-old from Chicago who was killed just days after she performed with her high school band at Obama's inauguration festivities.

"What happened to Hadiya is not unique," the president said. "It's not unique to Chicago, and it's not unique to this country. Too many of our children are being taken away from us."

Nevertheless, Obama said, "No law or set of laws can prevent every senseless act of violence ... When a child opens fire on another child, there is a hole in that child's heart that government can't fill."

The president's speeches on gun violence have started to feel routine as he travels around the country advocating for his gun safety package. But Friday's speech had a different feel to it: Obama veered into more personal territory and talked about growing up without a father -- a situation that he said reflected the reality of many of today's youth.

"As the son of a single mom who gave everything she had to raise me, with the help of my grandparents, I turned out OK," he said, calling single moms "heroic" and worthy of praise.

But he added, "At the same time, I wish I'd had a father who was around and involved."

The president said there are neighborhoods all over the country where young people don't see adults succeeding and where they come to think the future "only extends to the end of the street corner or the outskirts of town."

Young boys and young men, in particular, "don't see an example of fathers or grandfathers, uncles, who are in a position to support families and be held up and respected," Obama continued. Yet the biggest factor in determining a child's success -- and preventing a child from sliding into a life of crime -- is having a "loving, supportive family," he said.

"And by the way, that's all kinds of parents. That includes foster parents, that includes grandparents, extended families. That includes gay or straight parents," Obama added to applause. "Those parents supporting kids, that's the single most important thing. Unconditional love for your child, that makes a difference."

So when it comes to tackling gun violence, the best place to start is within individual communities and families, he said.

"This is not just a gun issue," Obama declared. "It's also an issue of the kinds of communities that we're building. And for that, we all share responsibility as citizens to fix it. We all share a responsibility to move this country closer to our founding vision: that no matter who you are or where you come from, here in America you can decide your own destiny."

Obama emphasized that violence prevention and community development are only possible, however, if those who work in low-wage jobs can find economic stability.

Too many parents, he said, cannot support their children on what they earn from minimum-wage jobs. "That's why we should raise the minimum wage to $9, and make it a wage you can live on."

In addition to broader efforts to lift the middle class, Obama zeroed in on what he called "pockets of poverty" -- communities and neighborhoods that have yet to "bounce back" from the closing of manufacturing plants and the 2008 recession.

"My intention is to partner with 20 of the hardest-hit communities in America to get them back in the game," said the president, before outlining a multipronged strategy of local and national collaborations to tackle public safety, improve education, replace run-down public housing and offer private-sector hiring incentives.

Lastly, he said, "we're going to target neighborhoods struggling to deal with violent crime ... and help them reduce that violence with strategies that have been proven to work."

"Change is always possible," said Obama, evoking a theme synonymous with his 2008 presidential campaign. "We may not be able to help everybody, but if we help a few, that propels progress forward. We may not be able to save every child from gun violence, but if we can save a few, that starts changing the atmosphere in our communities."

In his closing, Obama singled out a group of male students at Hyde Park Academy, with whom he'd met prior to his speech. The students are engaged in a youth anti-violence program. According to White House spokesman Josh Earnest, "the program is a school-based counseling, mentoring, violence prevention and educational enrichment program that promotes social, emotional and behavioral growth."

"These guys are no different than me," said the president. "I had issues, too, when I was their age, I just had an environment that was a little more forgiving. When I screwed up, the consequences weren't as high as when kids on the South Side screw up," he said.

What communities require in order to change, said the president, is the same thing individuals require: a vision of the future, perseverance, and hard work. Obama closed by invoking Dr. Martin Luther King Jr., who organized in Chicago during his lifetime. Obama pledged to fight "the shadow of poverty that haunts too many of our communities [and] the self-destructive impulses and mindless violence that claim too many innocent young lives."

The president's decision to address gun violence and community building in Chicago was not by chance. Chicago Mayor Rahm Emanuel, the president's former chief of staff, is pursuing model-community building programs, and Obama cited a number of them.

But Chicago is also a symbol of the violence and poverty that, the president argued, go hand-in-hand. First lady Michelle Obama had attended Hadiya Pendleton's funeral in Chicago last weekend, and Pendleton's parents were guests of the first lady at her husband's State of the Union address Tuesday night. Chicago police have said Pendleton was an innocent bystander shot in a case of gang-related violence.

By guessing, clinicians may miss 3/4 of alcohol problems

Feb. 13, 2013 ? By relying on hunches rather than posing a few screening questions, primary care clinicians may be missing three-fourths of the alcohol problems in their patients, a newly released analysis shows.

"It's often off the radar -- people come in for hypertension and are not asked how much they drink," said study co-author Barbara J. Turner, M.D., M.S.Ed., M.A., M.A.C.P., of UT Medicine San Antonio. Primary care offices typically don't have good systems to administer questionnaires to screen for certain problems, including alcohol consumption, she noted.

UT Medicine is the clinical practice of the School of Medicine at The University of Texas Health Science Center San Antonio. Dr. Turner is a professor in the School of Medicine and director of the Research to Advance Community Health (ReACH) Center, a collaboration of the Health Science Center, the University Health System and the UT School of Public Health.

The study analyzed data from 1,664 patients in 40 primary care practices spread throughout the central part of the country from Colorado to Kentucky. Patients were asked five questions such as: "In the past 12 months, how often have you had a drink containing alcohol?" and "In the past 12 months, how often have you been under the influence of alcohol in situations where you could have caused an accident or gotten hurt?" Based on their scores, patients were classified into four drinking status categories ranging from nondrinker to harmful drinker.

Clinical intuition

Clinicians were asked, "Does this patient have problems with alcohol (check each that applies)?" Options included "yes," "hazardous drinking" and "don't know." When clinicians checked an affirmative answer, this was considered a suspicion of an alcohol problem.

If clinicians suspected a problem, they were usually right, Dr. Turner said. However, clinical intuition misses too many people, the findings indicated.

"When clinicians do assess alcohol consumption, it is usually limited to the first encounter. Afterward, it is only assessed when there is an evident problem," Dr. Turner said.

Societal issue

Alcohol problems are insidious and pervade all aspects of society, from work productivity to health decline to family and personal issues. According to the U.S. Centers for Disease Control and Prevention, in 2010 the number of alcoholic liver disease deaths totaled 15,990 and the number of alcohol-induced deaths, excluding accidents and homicides, was 25,692.

More than half of adults age 18 and older described themselves as current regular drinkers (at least 12 drinks in the previous year), according to the 2011 National Health Interview Survey. Lost workdays related to alcohol use numbered 570 million over a 12-month period, the survey reported. According to the CDC, one in six U.S. adults binge drinks about four times a month, consuming about eight drinks per binge.

Regular screening

"Brief alcohol screening questions far outperform clinical intuition in identifying people with alcohol problems, and brief counseling interventions can significantly reduce risky drinking in these individuals," Dr. Turner said.

"Patients should be screened for alcohol problems on a regular basis," she added.

Although medical students and residents are increasingly being trained to ask questions that can identify patients for counseling, lack of time remains a problem. "We need to involve the entire practice team in addressing this issue," Dr. Turner said.

China blocks Aussie official's Tibet visit

Australia's top diplomat in China has been unable to win Beijing's permission to visit Tibet after almost a year of trying.

Foreign Minister Bob Carr announced in March 2012 that Ambassador Frances Adamson would seek to travel to Tibet to talk to locals and look into why a growing number of Tibetan pro-independence protesters were setting themselves on fire.

"Unfortunately I'm not able to share encouraging news," Senator Carr told a Senate estimates hearing in Canberra on Thursday.

Ms Adamson had made several requests but so far to no avail.

Department of Foreign Affairs and Trade Secretary Peter Varghese said Australia believed there have been at least 98 self-immolations in the past two years.

"We have consistently conveyed to the Chinese authorities our concern about the situation," he said.

Senator Carr said Australian plans to boost diplomatic ties with China was effectively on hold until after its leadership transition is finalised in March.

He revealed in October that top Australian officials had visited China to push for more regular formal meetings between Canberra and Beijing.

Such an arrangement would be similar to those Australia already has in place with countries like the US, but Beijing is yet to respond to the proposal.

The new arrangements could include annual meetings between the Australian prime minister and Chinese president, as well as separate meetings between foreign and economic ministers.

Zombie warning exposes flaws, say experts

The zombie attack alert issued on a handful of U.S. TV stations this week is more serious than a mischievous hacker prank say cyber experts, who warn the incident exposes lax security practices in a critical public safety system.

While broadcasters said poor password security paved the way for the bogus warning, security experts said the equipment used by the Emergency Alert System remained vulnerable when stations allow it be accessed via the public Internet.

The fear is that hackers could prevent the government from sending out public warnings during an emergency or attackers could conduct a more damaging hoax than a warning of a zombie apocalypse.

"It isn't what they said. It is the fact that they got into the system. They could have caused some real damage," said Karole White, president of the Michigan Association of Broadcasters.

James Barnett, a retired U.S. Navy admiral and former chief of public safety and homeland security for the Federal Communications Commission, told NBC News Wednesday that while the zombie prank was not an act of terrorism, the false message, which spread to other states, demonstrated a real risk.

"Somebody hacked in and did a very good job of making it sound real," Barnett said. "The problem was bad computer hygiene. [Admins] didn't change the passwords, so it was easy for someone to break into it."

Following the attacks on Monday, broadcasters were ordered to change the passwords for the EAS equipment.

The Federal Communications Commission (FCC) would not comment on the attacks, but in an urgent advisory sent to television stations on Tuesday said: "All EAS participants are required to take immediate action."

It instructed them to change passwords on equipment from all manufacturers used to deliver emergency broadcasts. The FCC instructed them to ensure gear was properly secured behind firewalls and to inspect systems to ensure that hackers had not queued "unauthorized alerts" for future transmission.

Vulnerable
The attacks come after warnings by government officials and outside security experts that the United States is at risk of a cyber attack that could cause major physical damage or even cost lives. President Barack Obama told Congress on Tuesday that some hackers were looking for ways to attack the U.S. power grid, banks and air traffic control systems.

White and her counterpart in Montana, Greg MacDonald, said they believed the hackers were able to get in because TV stations had not changed the default passwords they used when the equipment was first shipped from the manufacturer.

But Mike Davis, a hardware security expert with a firm known as IOActive Labs, said hackers could still get past new passwords to remotely access the systems.

Davis said he had submitted a report to the Department of Homeland Security's U.S. Computer Emergency Readiness Team, or US-CERT, about a month ago that detailed the security flaws.

"Changing passwords is insufficient to prevent unauthorized remote login. There are still multiple undisclosed authentication bypasses," he told Reuters via email. "I would recommend disconnecting them from the network until a fix is available."

Davis said he was able to use Google Inc's search engine to identify some 30 systems that he believed were vulnerable to attack as of Wednesday morning.

Privately held Monroe Electronics, whose equipment was compromised in Monday's attacks, said it was still evaluating the risks.

"The situation appears to just be the password stuff, but we are looking at anything else and everything that might come into play," Vice President Bill Robertson told Reuters.

A spokesman for US-CERT said he could not immediately comment on the matter.

'Bodies are rising'
The zombie hackers targeted two stations in Michigan, and several in California, Montana and New Mexico, White said.

A male voice addressed viewers in a video posted on the Internet of the bogus warning broadcast from KRTV, a CBS affiliate based in Great Falls, Montana: "Civil authorities in your area have reported that the bodies of the dead are rising from the grave and attacking the living."

The voice warned not "to approach or apprehend these bodies as they are extremely dangerous."

Stuart McClure, chief executive of cyber security firm Cylance Inc, said he had investigated cases in which hackers accessed EAS systems via a different method: breaking into hidden accounts built into the systems by manufacturers so that service technicians can easily access them for repairs.

"You cannot give a separate pass code to everybody. Nobody is going to remember it. You have to share the secret," said McClure, who previously ran a unit at Intel Corp's McAfee security division that investigated cyber attacks.

Electronics industry experts said that it is tough for some broadcasters to follow all security guidelines because staff at small stations lack the expertise to do so.

The equipment that was compromised obtains emergency broadcasts by frequently using the Internet to make outward calls to trusted government servers. When it finds an alert on one of those servers, it broadcasts it on that station.

Monroe Electronics said its gear is designed to let stations make outgoing queries, but still keep outsiders from getting in. It recommends against unsecured access to the Internet. "It's the wild, wild West," said Robertson.

He said the equipment sometimes gets exposed to the open Internet because it is not properly configured or because engineers want remote access when they are on call.

Robertson said the company was working to beef up security on the equipment and might update its software to compel customers to change default passwords.

Federal Emergency Management Agency spokesman Dan Watson said that the zombie breach did not have any impact on the government's ability to activate the Emergency Alert System.
