BEIJING (AP) ? A pledge by the manufacturer of Apple's iPhones and iPads to limit work hours at its factories in China could force other global corporations to hike pay for Chinese workers who produce the world's consumer electronics, toys and other goods.
Foxconn Technology's promise comes as Beijing is pushing foreign companies to share more of their revenues with Chinese employees. It follows a report by a labor auditor hired by Apple Inc. that found Foxconn was regularly violating legal limits on overtime, with factory employees working more than 60 hours per week.
"I think whatever Foxconn did will have an impact, certainly, on all Chinese workers in all trades," said Willy Lin, managing director of Hong Kong-based Milo's Knitwear, which makes clothing in three factories in China for European clients.
Foxconn, owned by Taiwan's Hon Hai Precision Industry Co., promised to limit hours while keeping total pay the same, effectively paying more per hour. Foxconn is one of China's biggest employers, with 1.2 million workers who also assemble products for Microsoft Corp. and Hewlett-Packard Co.
Japan's Toshiba Group, which employs 32,000 workers in China to make goods such as refrigerators and TVs, said it too is taking measures to reduce overtime work and create safe working conditions at its factories.
China has long been a low-cost manufacturing center for goods sold under foreign brand names. But wages already were rising quickly as companies compete for workers and communist leaders try to push the country up the technology ladder to make more profitable products.
After a lull following the 2008 global crisis when Beijing froze the minimum wage to help exporters compete, Chinese workers have received big pay hikes over the past two years, though salaries still are low by Western standards.
Foxconn responded to a spate of suicides by employees at one of its mainland factory campuses in 2010 by more than doubling its basic monthly salary to 1,800 yuan ($290). The same year, Toyota Motor Corp. and other Japanese automakers granted pay hikes following a wave of strikes that had tacit government support.
Communist leaders have promised to double the country's minimum wage from 2010 levels by 2015.
The minimum wage in Shanghai, one of the world's most expensive cities, is about 1,200 yuan ($200) a month after an increase of more than 10 percent last year. The northern city of Tianjin raised its minimum wage to 1,070 yuan ($175).
Beijing has tightened enforcement of wage and hour rules "because there has been a general lack of compliance ? greater than in other countries," said K. Lesli Ligorner, head of the China employment group for law firm Simmons & Simmons.
"China is trying to make sure that at least at the lowest level of unskilled workers there are greater protections in place for them," she said.
Export-driven manufacturers along China's booming east coast also have to pay more to get and keep workers as rising living standards in the countryside mean fewer people migrate to cities for factory jobs.
U.S. and European clients might push Chinese suppliers to pay more so they look better in front of consumers, Ligorner said.
Higher wages at Foxconn "will have a ripple effect," she said.
Pay and working and environmental conditions are a sensitive issue for U.S. and European companies, some of which have been criticized by activist groups. Companies such as Nike Inc. and The Walt Disney Co. set specific standards in contracts with producers of toys, athletic shoes and other goods sold under their brands and send auditors to enforce them.
"We mind our corporate social responsibility and demand that our contract manufacturers strictly follow local as well as international rules on labor and environmental protection," said Henry Wang, public relations director for Taiwan's Acer Inc., the world's fourth-largest personal manufacturer.
Acer's laptop computers are produced by contractors in Kunshan, west of Shanghai, and in Chongqing in the southwest.
Wang said he didn't know whether the report on Foxconn by the Fair Labor Association, an American industry group, would lead to changes at Acer. He said suppliers already are required to "strictly follow" rules on wages and working conditions.
Higher wages will be easier for manufacturers to absorb if labor is a small portion of their total costs.
Research firm IHS iSuppli estimates that Apple pays $8 for the assembly of a 16-gigabyte iPhone 4S and $188 for its components. iSuppli's figures suggest that if Apple were to absorb a Foxconn wage increase to keep pay level and cut the work week from 60 hours to 49, it would pay less than $2 extra to have an iPhone made.
Other companies earn smaller profits and might find higher wages harder to pass on.
Higher costs in China already have prompted some companies in labor-intensive industries such as shoes and textiles to migrate to Vietnam and other lower-wage economies.
Lin, the garment manufacturer, said his company employs about 1,500 people in Guangdong province near Hong Kong. He said entry level pay has more than doubled over the past five years from 600 to 700 yuan ($95-$110) a month to about 1,500 yuan ($240).
"Anything lower than that, you wouldn't find the workers willing to do it," he said.

As Pope Benedict XVI's plane appeared in the shimmering heat of Friday afternoon, people poured from their homes. They packed sidewalks five and six deep, screaming ecstatically as the pope passed, waving slowly. Some burst into tears.
Many had said moments earlier that they could never love a pope as strongly as Benedict's predecessor, John Paul II. But the presence of a pope on Mexican soil touched a chord of overwhelming respect and adoration for the papacy itself, the personification for many of the Catholic Church, and God. As a girl, Celia del Rosario Escobar, 42, saw John Paul II on one of his five trips to Mexico, which brought him near-universal adoration.
"I was 12 and it's an experience that still makes a deep impression on me," she said. "I thought this would be different, but, no, the experience is the same."
"I can't speak," she murmured, pressing her hands to her chest and starting to cry.
Belief in the goodness and power of the pope runs deep in Guanajuato, the most observantly Catholic state in Mexico, a place of deep social conservatism and the wellspring of an armed uprising against harsh anti-clerical laws in the 1920s. Some in the crowd came for literal healing, a blessing from the pope's passage that would cure illness, or bring them more work. Others sought inspiration, rejuvenation of their faith, energy to be a better parent.
Popes "have a personality, a positive energy. The simple fact of seeing him is a great satisfaction," said Jose Luis Perez Daza, a 47-year-old lawyer from Mexico City who was among thousands pouring off of buses Saturday and trudging three miles (five kilometers) to a sprawling campground in the city of Silao to await Sunday's papal Mass.
"It is faith that moves us," said Alejandra Angoa, 34, a handicrafts-maker from the state of Tlaxcala. She walked alongside people of all ages carrying sleeping bags, coolers, backpacks, rolling suitcases and jugs of water to the campsite, where a festival-like feeling prevailed. Many sang or played guitars.
Many said the pope's message of peace and unity would help heal their country, traumatized by the deaths of more than 47,000 people in a drug war that has escalated during a government offensive against cartels that began more than five years ago.
In a speech on the airport tarmac shortly after arriving, Benedict said he was praying for all in need, "particularly those who suffer because of old and new rivalries, resentments and all forms of violence."
He said he had come to Mexico as a pilgrim of hope, to encourage Mexicans to "transform the present structures and events which are less than satisfactory and seem immovable or insurmountable while also helping those who do not see meaning or a future in life."
No part of Mexico has been spared at least a small scrape with drug gang violence, but Escobar said she hopes that Benedict will help turn around a society devastated by the drug trade and the brutal violence it spawns.
"I would like him to raise the consciousness of those people who are hurting Mexico, those involved in drug addiction, in the mafia," Escobar said. "I hope that we have will more respect for life."
Antonio Martinez, 57, said he wanted relief from diabetes and divine intervention that would bring him more than occasional work in Leon's shoe factories. He stood by the side of the road, resting against his bicycle, waiting for a glimpse of the pope.
"Simply greeting the pope and receiving his blessing can change our lives," Martinez said. "I believe that my health will improve, that more sources of work will appear."
The faithful lined more than 20 miles (32 kilometers) of the pope's route from the airport into Leon shouting the ultimate welcome: "Benedict, brother, you are now Mexican!"
The pope responded to the greeting as he stepped off his plane to wild cheers and the clamor of ringing bells.
"This is a proud country of hospitality, and nobody feels like a stranger in your land," Benedict said. "I knew that. Now I see it and now I feel it in my heart."

The weeklong trip to Mexico and Cuba is Benedict's first to both countries, and it will be a test of stamina for the pope, who turns 85 next month. At the airport Friday in Rome, he used a cane, apparently for the first time in public, while walking about 100 yards (meters) to the airliner's steps.
Papal aides, speaking on condition of anonymity, said Benedict has been using the cane in private for about two months because it makes him feel more secure and not for any medical reason. He left the cane aside as he stepped off the plane in Mexico.

A layer of partially molten rock about 22 to 75 miles underground can't be the only mechanism that allows continents to gradually shift their position over millions of years, according to a NASA-sponsored researcher. The result gives insight into what allows plate tectonics the movement of the Earth's crustal plates to occur.
"This melt-rich layer is actually quite spotty under the Pacific Ocean basin and surrounding areas, as revealed by my analysis of seismometer data," says Dr. Nicholas Schmerr, a NASA Postdoctoral Program fellow. "Since it only exists in certain places, it can't be the only reason why rigid crustal plates carrying the continents can slide over softer rock below." Schmerr, who is stationed at NASA's Goddard Space Flight Center in Greenbelt, Md., is author of a paper on this research appearing in Science on March 23.
The slow slide of Earth's continents results from plate tectonics. Our planet is more than four billion years old, and over this time, the forces of plate tectonics have carried continents many thousands of miles, forging mountain ranges when they collided and valleys that sometimes filled with oceans when they were torn apart. This continental drift could also have changed the climate by redirecting currents in the ocean and atmosphere.
The outermost layer of Earth, the lithosphere, is broken into numerous tectonic plates. The lithosphere consists of the crust and an underlying layer of cool and rigid mantle. Beneath the oceans, the lithosphere is relatively thin (about 65 miles), though beneath continents, it can be as thick as 200 miles. Lying beneath the lithosphere is the asthenosphere, a layer of rock that is slowly deforming and gradually flowing like taffy. Heat in Earth's core produced by the radioactive decay of elements escapes and warms mantle rocks above, making them softer and less viscous, and also causes them to convect. Like the circulating blobs in a lava lamp, rock in the mantle rises where it is warmer than its surroundings, and sinks where it's cooler. This churn moves the continental plates above, similar to the way a raft of froth gets pushed around the surface of a simmering pot of soup.
Although the basic process that drives plate tectonics is understood, many details remain a mystery. "Something has to decouple the crustal plates from the asthenosphere so they can slide over it," says Schmerr. "Numerous theories have been proposed, and one of those was that a melt-rich layer lubricates the boundary between the lithosphere and the asthenosphere, allowing the crustal plates to slide. However, since this layer is only present in certain regions under the Pacific plate, it can't be the only mechanism that allows plate tectonics to happen there. Something else must be letting the plate slide in areas where the melt doesn't exist."
Other possible mechanisms that would make the boundary between the lithosphere and the asthenosphere flow more easily include the addition of volatile material like water to the rock and differences in composition, temperature, or the grain size of minerals in this region. However, current data lacks the resolution to distinguish among them.
Schmerr made the discovery by analyzing the arrival times of earthquake waves at seismometers around the globe. Earthquakes generate various kinds of waves; one type has a back-and-forth motion and is called a shear wave, or S-wave. S-waves traveling through the Earth will bounce or reflect off material interfaces inside the Earth, arriving at different times depending on where they interact with these interfaces.
One type of S-wave reflects from Earth's surface halfway between an earthquake and a seismometer. An S-wave encountering a deeper melt layer at the lithosphere-asthenosphere boundary at this location will take a slightly shorter path to the seismometer and therefore arrive several tens of seconds earlier. By comparing the arrival times, heights, and shapes of the primary and the melt-layer-reflected waves at various locations, Schmerr could estimate the depth and seismic properties of melt layers under the Pacific Ocean basin.
"Most of the melt layers are where you would expect to find them, like under volcanic regions like Hawaii and various active undersea volcanoes, or around subduction zones areas at the edge of a continental plate where the oceanic plate is sinking into the deep interior and producing melt," said Schmerr. "However, the interesting result is that this layer does not exist everywhere, suggesting something other than melt is needed to explain the properties of the asthenosphere."
Understanding how plate tectonics works on Earth could help us figure out how other rocky planets evolved, according to Schmerr. For example, Venus has no oceans, and no evidence of plate tectonics, either. This might be a clue that water is needed for plate tectonics to work. One theory proposes that without water, the asthenosphere of Venus will be more rigid and unable to sustain plates, suggesting internal heat is released in some other way, maybe through periodic eruptions of global volcanism.
Schmerr plans to analyze data from other seismometer networks to see if the same patchy pattern of melt layers exists under other oceans and the continents as well.
